- Served (1969-1973) as the first Counsel to the Office of Employee Relations in the administration of Governor Nelson A. Rockefeller of New York. Duties included negotiating first labor arbitration agreements with New York State public service unions representing 180,000 state employees, drafting agreement language, represented the Governor in the first labor arbitrations pursuant to the first labor agreements, represented the Governor in the first fact-finding proceedings for contract formation (arbitrations with legislative review)
- Participated as an advocate in environmental mediation, neutral evaluations, minitrials and negotiations settling numerous large, complex, contentious multiparty environmental judicial and administrative proceedings
- Attendance at post-graduate short course on international commercial arbitration with Professor Arthur von Mehren, Harvard Law School (1989)
